Use vim for sudoedit and switch ALE to ruff, mypy and shellcheck

Browse Source 
Drop the rvim sudoedit setup and replace pylint with ruff/mypy. Ruff's EXE001 check is turned off for sudoedit's temporary copies in /var/tmp.
